At the 2002 AGM Victor Kneale stood down as President of the Scout Association - Isle of Man. Victor had a Scout related involvement since 1924 when he started to attend the Wolf Cubs at 4th Douglas two years before he was old enough to join. He progressed through Scouts to Rover Scouts and then ran 1st Braddan Cubs before going off to the Second World War. His Scouting didn't stop there for he set up the 37th Cairo Scouts whilst stationed in the Middle East. Returning to the Island he rekindled 4th Douglas and saw to the building of their own headquarters in Allan Street. He became Akela Leader for the whole Island (now a days Assistant Island Commissioner Cubs) and in the mid 1960s when he became an MHK he left active Scouting and became a lay member of the Executive Committee. When he stood down as President the Association agreed to him being created an Honorary Vice President which he remained up to the time of his "going home" on 8th April 2007. The photograph was taken at the 2002 AGM when Island Chairman, Peter Kelly, presented him with a specially commissioned engraved plaque to commemorate his life long service to Scouting.
